Director, Guidehouse Capital Projects & Infrastructure Solutions Practice

Chuck is a director in Guidehouse’s Capital Projects & Infrastructure (CP&I) Solutions Practice. Prior to his professional services career, he served in the Bush43 Administration as an Executive Branch Presidential Appointee, both as Confidential Assistant to the Undersecretary for USDA and as a USDA State Director, where he helped develop and implement numerous regional disaster recovery financing initiatives following both natural and maninduced events, including responding to the 9/11 New York City Attack business recovery plan and the Greensburg [KS] EF-5 tornado LEED greenrebuilding initiative. Prior to his Executive Branch service, Chuck served as a Legislative Branch Congressional Staff Member, both as an Assistant State Director and District Congressional Director, with duties that included the monitoring and oversight of the federal government’s response to numerous Presidentially declared disasters. Chuck enjoyed a private banking career before his federal government service. Upon returning to the private sector, Chuck has worked on a number of post-disaster recovery projects, including assisting local government bodies following Superstorm Sandy and the Joplin [MO] EF-5 tornado with their comprehensive planning/implementation efforts. With more than 25 years of professional disaster recovery experience, he as supported leaders across multiple sectors in assisting with the design and implementation of their disaster recovery and resilience plans, as well as advising them on the administration of federally funded and public/private financed recovery and redevelopment programs.
