Melissa Mincic
Leveraging New and Evolving Policies and Funds to Support Local Child Care
Melissa Mincic is a senior policy specialist with the early care
and education project, part of the children, youth and families
team at the National Conference of State Legislatures (NCSL).
Mincic joined NCSL in March 2020 and tracks legislation, authors
policy briefs, and presents and recruits experts to present on a
range of early childhood topics related to child care and early
education. Her current specializations include early childhood
mental health, school readiness, and early childhood
intervention. Prior to joining NCSL, Mincic was an early
childhood researcher in higher education settings, where she
worked to develop early and middle childhood curricula and
trainings for parents and early childhood educators, and at the
administrative level at the Colorado Department of Education and
Denver Public Schools. She earned her Ph.D. in applied
developmental psychology with an emphasis in social-emotional
development in preschool-age children from George Mason
University.
