Hallie Duke
Nebraska Early Childhood Strategic Plan: Collaborating Across Communities
Hallie Duke serves as a strategic consultant to the Buffett
Early Childhood Institute on the development of the Nebraska
Early Childhood Strategic Plan. In this role, she engages
partners involved in the Preschool Development Grant and
stakeholders in different roles across the state to identify
priorities for action to improve access to quality early care
and education in Nebraska. Her priorities for this work are to
ensure that diverse voices from communities across the state are
reflected in the goals and strategies and to generate an
actionable and measurable strategic plan that will guide
sustainable change. Prior to this work, Dr. Duke worked for 18
years to improve the health and well-being of Texans as a
strategic and operational planning leader at Texas’s public
health agency. Dr. Duke got her Ph.D. in child and family
development at the University of Georgia after completing a
degree in psychology at Texas A&M University.
